The 2025–2029 Consolidated Plan outlines how Marin County will invest federal housing and community development funds received from the U.S. Department of Housing and Urban Development (HUD). These funds include the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs.
This five-year plan was developed with extensive community engagement and is based on the needs of low- and moderate-income residents throughout Marin County.
Identified Goals and Priorities
The 2025–2029 Consolidated Plan identifies the following goals:
Housing
- Down Payment Assistance for first-time homebuyers
- Homeowner and Rental Housing – acquisition, construction, and rehabilitation
- Special Needs Housing – supporting accessible and supportive housing options
Priorities:
- Extremely low-income households (earning 30% Area Median Income or less).
- Multi-bedroom family units (Required by Analysis of Impediments)
- Land trust models in Eastern Marin that provide home ownership opportunities, with specific inclusion for African Americans to be prioritized.
Community Infrastructure & Capital Projects
- Accessibility improvements
- Pedestrian safety enhancements
- Youth and community facilities
Priorities:
- Childcare centers (including home daycares)
- Youth centers
- Homeless and domestic violence shelters
Public Services
- Housing stability and legal services
- Services for children, youth, seniors, and people with disabilities
- Behavioral health, education, food security, and job training
Priorities:
- Children & Youth Services: Support for childcare scholarships, youth programs, legal aid, and home visitations
- Housing Stability & Support Services: Rental assistance, fair housing counseling, legal support, and housing navigation
Community Engagement
To shape this plan, Marin County conducted:
- 4 Community Meetings (Novato, West Marin, San Rafael, Marin City)
- 4 Focus Groups targeting unhoused individuals, families, Asian and Latino communities
- 8 Stakeholder Interviews with service providers, public agencies, and housing organizations
- 6 Pop-up Outreach Events
- 380 Surveys in English, Spanish, and Vietnamese
These efforts ensured that input from historically underserved communities guided the plan's priorities.
