Recent Activities

Of the 28 proposed units, 13 building permits have been issued, which are currently at various stages of construction. There are additional 15 building permits that have been reviewed and are currently in pre-issuance verification.

  • Between March and October 2025, building permits for 13 of the units were issued.
  • On September 11, 2023, the Planning Commission approved the Lucas Valley - Talus LLC Design Review via Resolution PC23-18. This is the entitlement for the properties identified as lots 1, 2, and 10-28
  • On July 10, 2023, the Planning Commission approved the Lucas Valley - Talus LLC Design Review via Resolution PC23-016. This is the entitlement for the properties identified as lots 3-9.

Project Description

The Legacy at Lucas Valley, located in the Marinwood community of unincorporated San Rafael, is a proposed 28-unit, single-family development, also known as the Talus Subdivision. The project includes two main streets located in the subdivision, known as Erin Drive and Erin Court. The project includes an affordable housing condition that requires six of the units to be sold at or below market rate.
