Project Description

The applicant requests Coastal Development Permit, Tentative Map, Use Permit and Design Review approval to demolish the structures located at 15 Calle Del Mar and 108 Arenal Avenue (APN 195-192-07) in Stinson Beach and to construct six residential units and a mixed-use building with a Post Office on the lower level. 

As described in the application materials, the application will seek authorization pursuant to Government Code Section 65915–65918 (commonly known as State Density Bonus Law) and the County’s Density Bonus Regulations (Sec. 22.24.030.5(G)). The proposed development was initially submitted under a preliminary application pursuant to Senate Bill 330 on November 10, 2025.

The project entails the construction of four market-rate detached residential units, and a mixed-use building containing two attached affordable (moderate-income) residential units located above a commercial space.

The lower level of the mixed-use building would contain 1,250 square feet of commercial space intended for the Post Office, storage, trash enclosures, and carports. The 2nd floor of this structure includes two attached residential units, described in the table below.

The total proposed residential floor area would contain 9,435 square feet. Each unit includes at least one deck, covered parking and storage. Additional details of each residential unit are provided in the table below.

The proposed development would have a total floor area of 10,685 square feet on the 34,710 square foot lot, resulting in a 30.7 percent floor area ratio. Site improvements include new septic systems with associated components, a gravel driveway, fencing, pathways, and landscaping.

A Coastal Development Permit is required pursuant to Marin County Coastal Zoning Code ("MCC") Section 20.68.030 because the project entails new development that is not otherwise exempt from Coastal Development Permit requirements.

Use Permit approval is required pursuant to MCC Section 20.62.080, Table 5-3c because the project entails multi-family dwellings. 

Design Review approval is required pursuant to MCC Section 20.62.080, Table 5-3c, Footnote 2, because the project entails a conditionally permitted use in the C-VCR zoning district that contains more than 3,500 square feet of floor area.
