Shall the measure be adopted authorizing a special tax of $900 per parcel in the Alta Vista Road Permanent Road Division for Fiscal Year 2025-2026, totaling approximately $33,300, and thereafter authorizing a special tax of $360 per parcel in the Division, totaling approximately $13,320, for each fiscal year until repealed, to fund improvements and ongoing maintenance, with an automatic annual adjustment, effective July 1 each year, in accordance with the Consumer Price Index for All Urban Consumers, San Francisco-Oakland-Hayward for the previous calendar year?

ALTA VISTA ROAD PERMANENT ROAD DIVISION SPECIAL PARCEL TAX MEASURE
MEASURE B

This Measure was placed on the ballot through a petition signed by the requisite number of voters of the Alta Vista Road Permanent Road Division and approved by the Board of Supervisors.

If this Measure is approved by two-thirds of the votes cast on this special tax proposal, parcels within Alta Vista Road Permanent Road Division shall pay a parcel tax of $900 per assessor’s parcel for a period of one year beginning July 1, 2025 to June 30, 2026, and $360 per year per assessor’s parcel beginning July 1, 2026, and continuing unless changed by the voters within The Alta Vista Road Permanent Road Division. The estimated revenue from this Measure will be approximately $33,000 for Fiscal Year 2025-2026 and approximately $13,320 annually thereafter. The rate of the special tax shall be adjusted on July 1 of each year based upon the Consumer Price Index for All Urban Consumers, San Francisco-Oakland-Hayward for the previous calendar year.

The stated purposes for the funds raised by this special tax are for improvements and maintenance of the roadway on Alta Vista Road from Marin Drive to the end of Alta Vista Road.

Argument in favor of Measure B

Vote yes on Measure B to assure proper maintenance of Alta Vista Road, now and in the future.

This modest annual assessment, collected through the tax rolls, will create a reserve fund for road repairs and maintenance and will ensure that such repairs are managed by a professional contractor supervised by County engineers. Residents of the PRD will retain oversight via an advisory group made up of residents. Funds will be segregated and managed by the County for the benefit of the PRD. In a wildland-fire-prone area, properly maintained roads will improve safety, improve access to county-maintained roads and facilities, and support real estate property values.
