Re: Assembly Bill 1113 (McCarty) Data collection for afterschool programs – Request for signature
Dear Governor Newsom,
On behalf of the Marin County Board of Supervisors, I respectfully urge your signature on Assembly Bill 1113 (McCarty), which will bolster California’s afterschool programs by ensuring they are well-funded, data-driven, and accessible to all students, particularly those in underserved communities.
Specifically, the bill would require the CA Department of Education to collect data on students enrolled in after school programs – in effect adding expanded learning into the California Longitudinal Pupil Achievement Data System (CalPADS). This would improve program effectiveness, access and equitability; and reduce data reporting redundancies and improve administrative efficiencies. Programs covered under AB 1113 include the Expanded Learning Opportunities Program (ELOP), the After School Education and Safety Program (ASES), and the 21st Century Community Learning Centers Program.
The much-needed data will provide policymakers with insight on the impact of afterschool programs, and whether they are meeting the needs of individual students and the community. AB 1113’s passage this year ensures data collection can begin in 2025 – bringing educators and policymakers closer to the minimum 2-years needed to effectively analyze programs. The state invests $4 billion every year in ELOP, and it is critically important to know if the program is having the intended positive effects on school aged children in grades 7 through 12.
High-quality expanded learning programs foster children's academic, social and emotional growth – and are important to school districts here in Marin. For example, at San Rafael City Schools, ELOP serves 1,100 students each day after school.
For the above reasons, Marin County respectfully urges your signature for AB 1113.
