Re: Support for Senate Bill 287, California Trails Conservancy Program
Dear Senator Arreguín,
On behalf of the Marin County Board of Supervisors, I write in support of SB 287, which would establish the California Trails Conservancy Program within the California Natural Resources Agency. This would advance a coordinated, statewide approach to support environmentally sound trail infrastructure, improve equitable access to nature, and promote active transportation and recreation—all strongly aligned with our Board’s priorities.
The new California Trails Conservancy Program would form an ad hoc working group to bring together representatives from state, federal, local, and nonprofit land management organizations and administer grants for priority trail projects, including a requirement that at least 35 percent of funding benefit disadvantaged communities. The program is intended to leverage Proposition 4 Climate Bond funding and improve statewide coordination and equity in trail access and investment.
The California Trails Conservancy Program would support continued advancement of priorities in Marin County’s 2025 Legislative Platform, such as the Great Redwood Trail, which would connect Marin to Humboldt County through a unified, multi-use trail corridor. A dedicated program housed within the Natural Resources Agency would strengthen the state’s ability to prioritize, fund, and coordinate major, cross-jurisdictional trail projects like this.
For all these reasons, our Board supports Senate Bill 287 and respectfully urges its passage. We thank you for your leadership in advancing trail projects in California that provide important access for people of all ages and abilities outdoors and connectivity between built and natural environments.
