Dear Assemblymember Muratsuchi,

On behalf of the Marin County Board of Supervisors, I write in support of AB 1381, which would establish a zero-interest revolving loan fund to help school districts and county offices of education cover the upfront predevelopment costs of building affordable housing for teachers and school staff. This bill represents a pragmatic, targeted solution to a major barrier faced by local educational agencies interested in using surplus land to address workforce housing needs.

AB 1381 would create the Educational Workforce Housing Revolving Loan Fund, administered by the California School Finance Authority, that would provide zero-interest loans of up to $200,000 to school districts to conduct essential early-stage work—such as feasibility studies, community engagement, and design planning. These predevelopment activities are often cost-prohibitive for public agencies and can stall promising projects before they begin. This bill would enable more school districts to meaningfully pursue housing solutions for their employees.

Marin County has prioritized partnerships with school districts and other public agencies to advance educator and public workforce housing. Our 2025 Legislative Platform explicitly supports efforts to use surplus publicly owned lands to create affordable housing, and to provide technical assistance and resources for school employee housing development.

For these reasons, we thank you for your leadership on this important issue, and urge passage of AB 1381.
