What is the Emergency Operations Plan?
We create an Emergency Operations Plan (EOP) to help our government and local agencies prepare for and respond to emergencies. The EOP helps everyone work together and stay coordinated. Our planning includes County departments, cities and towns, special districts, nonprofit groups, private partners, and state and federal agencies. In an emergency, our goals are to:
- Protect life and safety
- Stabilize the incident
- Preserve essential services
- Support displaced individuals and families
- Restore infrastructure and economic stability
- Build long-term resilience
Our EOP includes elements of emergency response that are crucial for the community, including:
- Making sure those in Marin receive timely, accurate emergency notifications
- Coordinating evacuations using clearly designated zones
- Providing transportation for residents who don’t have access to a vehicle
- Helping residents who need mobility support
- Providing safe, accessible shelters
- Delivering emergency information in accessible formats, in plain language, and with translation options
Why is the EOP being updated?
We review the EOP every year and update it at least once every five years. We also update the plan after major emergencies and training exercises. This helps us learn from past events and improve how we prepare for future emergencies.
When revising the EOP, we also consider the effects of climate change. Climate change is making some emergencies more severe or happen more often. Our EOP must plan for these changing risks so we can better protect our community.
