Summary
This report summarizes agencies’ responses to the six 2021–2022 Grand Jury reports that included recommendations. In the six reports, a total of 16 recommendations were made (Table 1). A total of 31 agencies including Marin County, all the county’s cities and towns, all the county’s public school districts, and the Marin Municipal Water District were each requested to respond to at least one report.
Responses to the recommendations in three reports (Marin Schools, COVID-19 Response, Sheriff Oversight) confirmed implementation or planned implementation of all recommendations made. Overall (Table 1), more than half (54 percent) of responses stated that the recommendation had been implemented or that it would be implemented. Almost one-third (32 percent) were responses agreeing to further consider the recommendation within 6 months. Just 14 percent of the responses were rejections of a recommendation, and most of these were associated with one report (Affordable Housing).

Privacy
Reports issued by the Civil Grand Jury do not identify individuals interviewed. Penal Code Section 929 requires that reports of the Grand Jury not contain the name of any person, or facts leading to the identity of any person who provides information to the Civil Grand Jury.
The California State Legislature has stated that it intends the provisions of Penal Code Section 929 prohibiting disclosure of witness identities to encourage full candor in testimony in Civil Grand Jury investigations by protecting the privacy and confidentiality of those who participate.
