Board Adopts $815 Million County Budget for 2024-25

The budget maintains critical services amid state funding uncertainty.

San Rafael, CA – The Marin County Board of Supervisors unanimously approved a $815 million budget for the 2024-25 fiscal year on Wednesday, June 26. The approval came at the conclusion of three days of noticed budget hearings, department presentations, and public feedback. 

The budget is balanced over the two-year planning period. Across all funds, one-time and ongoing expenditure will increase by 4% over the previous fiscal year, and 4% within the General Fund. A year ago, the approved budget for 2023-24 was $783.7 million.

“Knowing that there are mixed economic signs for our County, and uncertainty with the state fiscal picture, we are pleased to adopt a balanced budget that stays true to our core priorities and makes thoughtful continued investments to address community infrastructure, commit to climate change projects, and set aside additional reserves for future state funding impacts.” said Board President Dennis Rodoni. 

With the County’s mission at the forefront, the budget prioritizes:

  • building a racially equitable community;
  • investing in County infrastructure;
  • preserving and increasing affordable housing choices and addressing homelessness;
  • addressing County workforce recruitment and retention;
  • reducing carbon emissions and adapting to climate change, and;
  • enhancing disaster preparedness.

“This budget reflects our commitment to providing critical services and addressing the Board’s top priorities while being mindful of the caution that is required in the face of potential state funding losses in the years to come” said Budget Director Josh Swedberg. “And while one-time funding from the state will be reduced compared to prior years, by maintaining services to address homelessness and disaster preparation, among others, we are working to preserve the many successes we’ve had in recent years in advancing our goals.”

The final budget maintains existing services and utilizes $21 million in projected savings in 2023-24 for one-time budget allocations to address emerging needs and priority investments. One-time funding recommendations are listed below and included in the 2024-26 Proposed Budget document on page 18.
