Marin County, CA — The County of Marin has appointed Laura Rosas as Assistant County Executive for the County Justice and Welfare Group, completing the County’s executive leadership team under its new organizational structure.
Rosas will provide executive leadership and coordination for departments within the Justice and Welfare Group, including Child Support Services, Probation, Public Defender, Sheriff, and District Attorney. In this role, she will work to strengthen collaboration across departments, improve operational performance, and advance the County’s strategic priorities.
Her appointment marks the completion of the County’s transition to a four-group executive structure designed to strengthen departmental alignment, accountability, and service delivery across all County departments.
“Laura brings a strong track record of leading complex public sector organizations and delivering results,” said County Executive Derek Johnson. “Her experience managing large systems, driving innovation, and improving outcomes will be critical as we continue strengthening coordination across our justice and public safety departments and delivering for our community.”
Rosas brings more than two decades of public sector leadership experience across federal and local government. Most recently, she served as Chief Executive Officer of Valley Health Plan in Santa Clara County, where she led major organizational and technology transformation efforts for a county-owned managed care plan serving more than 230,000 members.
She led the successful implementation of Epic Tapestry, a comprehensive health information system, and oversaw delivery of a new 200,000-square-foot headquarters and ensured Valley Health Plan received NCQA health plan and health equity accreditation.
Earlier in her career, Rosas held leadership roles with the U.S. Department of Health and Human Services, for which she led national initiatives in health information technology, privacy, and behavioral health systems, and managed large-scale programs and regulatory efforts.

The Assistant County Executive role was established as part of the County’s transition to a County Executive model, approved by the Board of Supervisors in November 2023, to strengthen cross-departmental coordination and improve service delivery across functional areas. Rosas joins three other Assistant County Executives that were appointed in April 2026.
