County General Relief transitions to Board‑approved Standards of Aid & Regulations

San Rafael, CA – The Marin County Department of Health and Human Services would like to inform the community that its General Relief Program will undergo a transition as newly adopted regulations are implemented. 

General Relief is an important program that offers eligible Marin County residents’ various employment-related services, including temporary cash aid. In May 2025, the Marin County Board of Supervisors recognized the need to adjust the program regulations streamlining eligibility requirements and removing corrective actions to benefit the participant. 

In preparation for recommending program changes the Department completed an in-depth policy review of the current General Relief program, including comparisons with other counties and Administration planning structures needed to ensure program integrity and success. The revised General Relief Standards of Aid and Regulations is expected to decrease the optional punitive elements of the program, outlined in the Welfare and Institution Code, which lowers the benefit amount.  In addition, the changes will alleviate the workload burden and time commitment for both participants and staff by revising certain reporting requirements to decrease the number of reapplications. 

Effective July 1st, new General Relief applicants’ eligibility determination will be based on the revised criteria. For current recipients changes will be applied at their annual redetermination or when a new application is submitted. The following is a summary of key changes: 

  • Revise benefit expiration from 180 days to 6 months
  • Revise determination of eligibility from 30 days from interview to 30 days from submission of application
  • Clarify Beginning Date of Aid
  • Augment guidance on couples’ eligibility requirements
  • Eliminate Income-in-Kind reductions to aid amounts
  • Eliminate sanctions imposed for failure to comply with work requirements
  • Increase the liquid asset limits from $200 to $400 for an individual
  • Increase the liquid asset limits from $400 to $800 for couples
