Marin Health and Human Services Unveils Transformative Strategic Plan

Marin County, CA – The Marin County Department of Health and Human Services (HHS) is proud to announce the launch of its 2025–2028 Strategic Plan, a bold roadmap designed to address inequities and enhance community health and well-being. This comprehensive plan builds on past successes and incorporates extensive input from community members, partners, and staff to prioritize equity and ensure impactful outcomes.

On January 14, the Marin County Board of Supervisors officially approved the 2025–2028 Strategic Plan, marking a pivotal step in advancing equity and strengthening community resilience. The Board’s approval reinforced the County’s commitment to addressing systemic inequities and improving health outcomes for all residents.

“This strategic plan is a reflection of our commitment to listening, learning, and adapting to meet the needs of our community,” said Dr. Lisa Warhuus, Marin County HHS Director. “As we lead with racial equity and data-driven strategies, we are dedicated to working side-by-side with our partners to dismantle barriers and create meaningful, lasting change.”

“The development of the 2025–2028 Strategic Plan would not have been possible without the invaluable contributions of Marin County residents, community partners, and HHS staff,” said Niccore Tyler, Marin HHS Assistant Director and Chief Strategy Officer. “Their insights, expertise, and lived experiences played a critical role in shaping a plan that reflects the diverse needs of our community. Marin HHS is deeply grateful for their dedication and collaboration in building a roadmap for a more equitable and resilient future.”

The plan is organized around five key priority areas:

  1. Advance Racial Equity – Addressing systemic inequities to improve outcomes for historically marginalized communities.
  2. Improve Community Services and Conditions – Expanding access to place-based and mobile services while strengthening language accessibility.
  3. Foster Community Partnerships – Building trust and collaboration with cities, towns, nonprofits, and residents.
  4. Optimize Workforce – Supporting employee development and retention while expanding pathways for a diverse workforce.
  5. Boost Data Collection and Analysis – Strengthening performance tracking and data-sharing systems to drive better outcomes.

“This strategic plan represents a collective vision for a healthier, more equitable Marin,” Tyler said. “By prioritizing racial equity, community-driven solutions, and data-informed strategies, we are creating a foundation for transformative change that will benefit our residents today and for generations to come.”

Key strategies embedded across all initiatives include transparency, accountability, client-centered design, and a focus on equity. Notable highlights include the expansion of Community Resiliency Teams, targeted support for vulnerable populations, and enhancements to service delivery for justice-involved and unhoused residents.

Community-Centered Approach

The 2025–2028 Strategic Plan was co-designed with community members and clients, ensuring it reflects the needs, perspectives, and lived experiences of Marin’s diverse populations. Through focus groups, listening sessions, surveys, and collaborative workshops, HHS prioritized the voices of those most impacted by social and health disparities. This inclusive approach ensures the plan is rooted in shared goals and solutions that truly serve the community.

Looking Ahead

The plan is designed to be a living document that evolves alongside Marin’s needs. More than just a vision, this plan outlines key actions and initiatives that HHS will implement to drive meaningful change. As part of these efforts, key actions and frameworks such as Results-Based Accountability will be implemented to measure progress, ensure transparency, and make data-driven adjustments to achieve the best outcomes for our community.
