San Rafael, CA — The Marin County Board of Supervisors on May 19 will consider appointing Brandon W. Halter as the County’s next County Counsel following a nationwide recruitment.
If approved, Halter would begin a four-year term starting June 22, succeeding retiring County Counsel Brian Washington.
“After an extensive recruitment, Brandon rose to the top as a candidate who brings strong legal expertise, leadership, and a deep understanding of Marin County,” said Board President Eric Lucan. “He is well-prepared to serve as a trusted advisor to the Board and partner to departments across the organization.”
Halter has worked in the Marin County Counsel’s Office since 2018 and currently serves as Chief Deputy County Counsel. In that role, he has advised departments on a wide range of legal and policy matters, including land use, environmental law, litigation, and employment issues. He has also played a key role in advancing technology and operational improvements within the office.
Before joining the County, Halter practiced law at firms in California and New York, focusing on complex litigation and public law. He holds a law degree from Harvard Law School and a bachelor’s degree in political science from the University of California, San Diego.

The County Counsel serves as the chief legal advisor to the Board of Supervisors, County departments, boards, commissions, and special agencies. The office provides guidance on a broad range of issues, including land use, environmental law, labor and employment, public contracting, and risk management, and represents the County in litigation and administrative proceedings.
The County Counsel’s Office has 24 full-time employees and an operating budget of $6.8 million as of the 2025-2026 budget. Halter’s starting annual salary will be $329,035 with benefits comparable with other County department heads.
