Marin County, CA – The Marin County Board of Supervisors is inviting applications from community members interested in helping guide the Oak Hill Workforce Housing Project

Two seats on the Marin County Public Financing Authority (MCPFA) are scheduled to expire at the end of October 2025, and the Board is accepting applications through November 2 to ensure a strong and diverse pool of candidates. Current MCPFA members will continue serving until new appointments are made.

Formed in 2023, the MCPFA is the governing board of a joint powers authority created to oversee financing and development of the project in unincorporated Larkspur, between Larkspur Landing and San Quentin Village. The authority has the ability to issue tax-exempt bonds to fund construction and retains ownership and development rights of the property, a former state-owned parcel identified in 2019 to help address Marin’s housing needs.

The Oak Hill project will provide approximately 135 units for educators and County of Marin employees who qualify based on income. This project is a public-private partnership with Educational Housing Partners, College of Marin, Marin County Office of Education, San Rafael City Schools, Novato Unified School District, and the County of Marin. Educational Housing Partners is designated to manage construction once the project is fully permitted.

Desired Qualifications

The Board of Supervisors is seeking applicants with a broad range of professional and lived experiences to serve on the MCPFA. The Board may also request input from the Marin County Office of Education on applications received.

When the MCPFA was first created, the Board identified the following areas of expertise as especially valuable, and these continue to be important today:

  • Rental property management
  • Land use planning
  • Affordable housing development
  • Real estate
  • Finance
  • Project management
  • School finance and budgeting
  • Community engagement

Community members with other relevant experience or perspectives are strongly encouraged to apply.

Stipends for Service

Community members who serve on County boards, commissions, or committees may be eligible to receive a $50 stipend for each meeting they attend. The stipend is available to appointed members whose household income falls below the self-sufficiency standard. This effort is designed to make it easier for people of all income levels to participate in local decision-making, to bring more diverse voices to the table, and to support the recruitment and retention of board and commission members.

Applications are available on the County of Marin Boards and Commissions webpage. Completed applications must be submitted by midnight on Sunday, November 2.
