    The County of Marin Department of Health and Human Services, Divisions of Behavioral Health and Recovery Services and Public Health, is seeking proposals from qualified organizations to implement primary substance use prevention strategies that reduce and delay youth substance use across Marin County. Funded through the federal Substance Use Prevention and Treatment Block Grant (SUBG), this RFP supports prevention work through two tracks: Track 1 – Parent/Caregiver Prevention and Community Norms, which equips parents and trusted adults to support substance-free youth development; and Track 2 – Community and Environmental Prevention, which strengthens community coalitions and pursues policy and environmental change related to youth substance use. Organizations may apply for one or both tracks, with a separate proposal for each. The County anticipates allocating $235,000 annually—up to $85,000 per year for Track 1 and up to $150,000 per year for Track 2. The contract period is September 1, 2026 through June 30, 2029, subject to performance and funding availability.
