Economic Sanctions Imposed in Response to Russia’s Actions in Ukraine.

California joins the United States and other nations, states, and localities in condemning Russia’s attacks on Ukraine. On March 4, 2022, Governor Gavin Newsom issued Executive Order N-6-22(EO) regarding sanctions against Russia and Russian entities and individuals.

The Executive Order directs all agencies and departments that are subject to the Governor’s authority to take certain immediate steps, including notifying all contractors and grantees of their obligations to comply with existing economic sanctions imposed by the U.S. Government in response to Russia's actions in Ukraine, as well as any sanctions imposed under state law. Constitutional and independent state entities are encouraged to take the steps as well.

As a contractor or grantee, compliance with the economic sanctions imposed in response to Russia's actions in Ukraine is required, including with respect to, but not limited to, the federal executive orders identified in the EO and the sanctions identified on the U.S. Department of the Treasury website.

Failure to comply may result in the termination of contractors or grant, as applicable.

Bay Area Housing Finance Authority (BAHFA) Local Expenditure Plan Outreach

    The County of Marin is seeking to contract with a qualified consultant team to assist County staff with outreach for BAHFA’s local expenditure plan. To develop Marin County’s expenditure plan, staff recommends a robust community engagement and outreach process to solicit input from cities and towns, stakeholders, and members of the public. The BAHFA expenditure plan will be developed as a countywide effort involving residents and local workforce of all cities and towns and unincorporated areas of Marin. The Community Development Agency serves a countywide role in the area of housing policy and funding and will staff the development of Marin County’s BAHFA expenditure plan. Staff are expecting the hired team to do general outreach and produce countywide resources.

Justice Systems Consulting Services

    The County of Marin (County) is seeking a consultant or team of consultants with analytical, business process, and vendor selection experience to conduct a full assessment of Information Services and Technology Department Justice Case Management Systems (CMS) to document the needs and requirements of participating departments. Depending on the outcome, there may be a second phase of work to draft sections of a procurement packet for replacement systems and facilitate selection of replacement systems. Responders should propose on both phases of work separately, with the knowledge that the second phase of work is an option. The Justice CMS contains functionality and features for each of the County’s Justice Departments including, but not limited to, justice system business practices and legal regulations.

2025-29 Consolidated Plan and 2025-26 Annual Action Plan

    The Marin County Community Development Agency seeks proposals from an experienced community development firm or individual to assist the Housing and Federal Grants Division in preparing (and submitting as required) its next 5‐year Consolidated Plan, covering FY2025‐2029, and the Annual Action Plan, covering FY2025‐2026, pursuant to 24 CFR Part 91, per the IDIS Consolidated Plan Template, as necessary to receive a direct allocation of Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) from the U.S. Department of Housing and Urban Development (HUD). The County’s Citizen Participation Plan will need to be reviewed and updated if necessary.

    The target start date and term for the proposed services is June 2024 through April 2025, subject to negotiation of a final agreement. The Consolidated Plan and Annual Action Plan must be prepared for submission by April 30, 2025.

    Contractors must be able to show they are capable of performing the services requested. Such evidence includes, but is not limited to, the respondent's demonstrated competency and experience in delivering services of a similar scope and type, and the local availability of the Contractor's personnel and equipment resources.

Cardinal Road Levee Upgrade Project
