Contracting Opportunities

This project generally consists of striping/marking removal, slurry seal, micro-surfacing, rubberized chip seal and combinations of sealant, and traffic striping/pavement markings affecting approximately 15 miles of County maintained roadways. This project generally includes various roadways in the regions of Sleepy Hollow, unincorporated San Rafael, Mill Valley, and unincorporated Novato.

The County of Marin seeks a qualified transportation and mobility consulting team to lead an operations-led, innovation-forward multimodal corridor planning effort for Sir Francis Drake Boulevard (SFD). The project will treat SFD as a single managed corridor spanning multiple jurisdictions and develop an actionable, implementation-focused strategy that includes prioritized recommendations, pilot-ready concepts, and a phased delivery program.

The consultant shall evaluate corridor operations through targeted data collection and analysis, identify innovative and practical solutions to improve travel time reliability, transit performance, safety, and multimodal mobility, and prioritize recommendations through stakeholder and community engagement. Respondents are encouraged to bring forward emerging best practices, innovative mobility concepts, and proven approaches from other jurisdictions that may be adapted to Marin County's unique context.

The desired outcome is a corridor plan that identifies near-term actions, pilot opportunities, and long-term improvements capable of delivering measurable improvements in reliability, safety, transit performance, and multimodal mobility. 

The County of Marin Department of Health and Human Services, Divisions of Behavioral Health and Recovery Services and Public Health, is seeking proposals from qualified organizations to coordinate youth-led, school-based substance use prevention efforts through the Friday Night Live (FNL) and Club Live (CL) programs. FNL engages high school-aged youth and CL engages middle school-aged youth as active leaders working to change the community conditions that contribute to underage substance use. Funded through the federal Substance Use Prevention and Treatment Block Grant (SUBG), the selected organization will coordinate a minimum of three FNL/CL chapters across diverse school communities countywide, providing training and support and building youth capacity to drive lasting change in their schools and communities.
The County anticipates allocating $50,000 annually for this work. The anticipated initial contract period is September 1, 2026 through June 30, 2027, with the option to renew for up to two additional one-year periods, subject to funding availability and satisfactory performance. The County of Marin Department of Health and Human Services, Divisions of Behavioral Health and Recovery Services and Public Health, is seeking proposals from qualified organizations to implement primary substance use prevention strategies that reduce and delay youth substance use across Marin County. Funded through the federal Substance Use Prevention and Treatment Block Grant (SUBG), this RFP supports prevention work through two tracks: Track 1 – Parent/Caregiver Prevention and Community Norms, which equips parents and trusted adults to support substance-free youth development; and Track 2 – Community and Environmental Prevention, which strengthens community coalitions and pursues policy and environmental change related to youth substance use. Organizations may apply for one or both tracks, with a separate proposal for each. The County anticipates allocating $235,000 annually—up to $85,000 per year for Track 1 and up to $150,000 per year for Track 2. The contract period is September 1, 2026 through June 30, 2029, subject to performance and funding availability. The County of Marin Children and Family Services (CFS) Division is seeking proposals from qualified community-based organizations to provide Motivational Interviewing (MI) for Cross-Cutting Case Management services to families residing in Marin County who are at risk of foster care involvement. Services will support children, youth, and families who meet Family First Prevention Services (FFPS) eligibility requirements and are intended to prevent entry or reentry into foster care through early intervention and family-centered support. All services must be delivered using the evidence-based practice of Motivational Interviewing with fidelity and in a manner that is strength-based, trauma-informed, culturally responsive, and equitable. The selected provider will deliver comprehensive case management services that include candidacy and needs assessment support, safety monitoring, development and oversight of Family Well-Being Plans, coordination of prevention services, and ongoing engagement with families. Motivational Interviewing will serve as the core intervention strategy to strengthen parenting skills, support positive behavior change, and improve family functioning. Providers will also be responsible for participating in continuous quality improvement (CQI) activities, collecting and reporting required program data, and maintaining fidelity to the MI model through established monitoring and coaching processes. The County will provide access to required training and fidelity monitoring resources, including the LYSSN platform for Motivational Interviewing training, skill development, and quality assurance. Provider staff will be expected to complete required Family First Prevention Services training, CQI training, and MI training, unless approved for an exemption based on prior qualifying experience. Through this initiative, Marin County seeks to expand prevention-focused services that strengthen families, improve child and family well-being, and reduce the need for foster care placement.

Improvements for this project will generally include asphalt grinding/milling, pavement digouts, hot mix asphalt overlay, traffic striping, traffic marking, traffic signs, shoulder backing and traffic control. The work will take place on Nicasio Valley Road from Lucas Valley Road to MP 2.82 bridge (approximately 1.09 miles north of the Lucas Valley Road intersection) in Nicasio.

The project will generally involve installing an approximately 75-foot-long concrete retaining wall with soldier piles to stabilize the roadway, detaching and reattaching a culvert downspout at the top of the slope during construction, improving drainage, restoring the embankment with native species, and repaving approximately 100 feet of roadway along the frontage of the wall. All work will take place within the County’s right of way.

The County of Marin seeks a provider for retiree medical insurance coverage for its non-Kaiser benefit-eligible Medicare retirees.

The Marin County Public Works department is planning to replace all exterior pole light fixtures at the Marin County Civic Center campus over the next 2 to 3 years. The County wishes to procure the pole light fixture assemblies directly and furnish the material for installation by a licensed General Contractor under a separate contract. The objective of this procurement effort is to purchase exterior pole light fixture assemblies for the first phase of the project.

Deer Island Residence is an existing 1,193 square foot building that will receive improvements to house seasonal employees for the Marin County Open Space District. The scope of this project will address both interior and exterior elements and generally includes, but is not limited to: addition of insulation to the building; addition of kitchen cabinets and appliances; accessible improvements to the bathroom; addition of an accessible shower; conversion to accessible doorways; addition of an electric washer/dryer; replacement of interior and exterior lighting fixtures; replacement of existing water heater and furnace with electric heat-pump; removal of existing propane tank; addition of WUI foundation vents and improvements to roof soffits; and addition of outlet for future EV charging. To accommodate the load of all-electric appliances, the project includes upgrading the electrical service panel.
