This staff report provides the technical background and basis for a proposed amendment to the Water Quality Control Plan, San Francisco Bay Region (Basin Plan) (SFBRWQCB, 1995). This staff report contains results of staff analyses of pathogen impairment and sources, recommended pathogen load reduction allocations, and a plan to implement the allocations.
