Oaks Senior Living Master Plan Amendment, Design Review Amendment, & Tree Removal Permit Project

The Marin County Community Development Agency will be preparing a Second Addendum to the Final Oakview Environmental Impact Report (EIR), certified by Marin County in January 2005 for a then-proposed Master Plan, Use Permit, and Vesting Tentative Map for the Project, to address proposed changes to the Project design. The first addendum to the Oakview Final EIR, prepared to address changes to the Project design proposed after the preparation of the 2005 EIR, was certified by Marin County in December 2018.

The Project approved by the Marin County Board of Supervisors in 2018 via the first EIR addendum consists of a residential care facility contained in two buildings with 126 apartments consisting of 75 assisted living, 51 apartments (either assisted living or independent living units), and five affordable units. The proposed amendment to the Project would increase the number of apartments by 38 for a total of 169 apartments, and requests to modify the type of apartments provided such that 77 independent living, 61 assisted living, and 24 memory care apartments are proposed. A total of seven affordable units would now be provided with the amended Project. The number of stories of the proposed buildings would increase from the originally authorized two and three-story buildings, to both buildings containing three stories over a subterranean parking garage.

The Project site is subject to the Oakview Master Plan. Design Review Amendment approval is required because the Project was previously approved by the Marin County Board of Supervisors on December 11, 2018. A Master Plan Amendment is required to increase the unit count and to increase the floor area. A Tree Removal Permit is required because the Project would entail the removal of an additional six mature healthy, native trees that are protected under Marin County code.
