What are we amending?
The Marin County Planning Division is proposing amendments to the Marin County Local Coastal Program (LCP) to address housing regulations and changes from the Marin Countywide Plan 2023-2031 Housing Element. The Board of Supervisors last adopted amendments to the LCP on August 12, 2021. The LCP includes the Coastal Land Use Plan and the Coastal Zoning Code (Marin County Code Title 20).
What are the proposed amendments?
The proposed amendments are to both the Coastal Land Use Plan (policies) and to the Coastal Zoning Code (implementation plan). Additional amendments are needed to the Marin Countywide Plan land use designations.
The proposed amendments include the following:
- Establish the Form Base combining district for the coastal area of Marin County.
- Establish the Housing Overlay Designation (HOD) to implement the Form Based Code.
- Rezoned Housing Element (HOD) sites
- Establish new land uses for expanded housing types based on State requirements
- Clarify State Accessory Dwelling Unit (ADU) regulations
- Establish Junior ADUs in the Coastal Zone
- Expand Principal Permitted to more residential dwelling types

Schedule
Outreach is a critical part of this effort. To that end, we meet with various stakeholder groups to discuss the proposed amendments starting in June 2025. Then we held a community wide webinar, incorporate public feedback, and then bring the amendments to a series of public hearings with the Planning Commission, Board of Supervisors and the California Coastal Commission
