Project Description
The applicant requests Design Review approval to authorize the construction of a new 172,746-square-foot parking garage at a medical institution (Marin General Hospital/MarinHealth Medical Center) in the unincorporated community of Greenbrae. The proposed structure would be located at the northwest corner of the 20-acre medical campus and would occupy an approximately 36,443-square-foot previously disturbed area, immediately adjacent to the existing parking garage and currently developed as a parking lot. The proposed structure would consist of seven levels and would provide 500 parking spaces, which would be distributed among the levels in proportion to the size of each level and other programmatic requirements of the structure, including ventilation systems and vertical circulation elements (i.e., stairways and elevators). The parking spaces themselves would comprise a range of stall types, including unistall, accessible, EV-capable, and ambulatory spaces, among others. The proposed structure would reach a maximum height of 91 feet, 9 inches, as measured to the parapet of the elevator shaft at the southwest corner of the structure, and would maintain minimum setbacks exceeding 150 feet from all property lines, except for the eastern property line adjacent to Bon Air Road, where the setback would be 71 feet, 6 inches.
The proposed development would also entail other improvements associated with the parking garage, including site preparation and grading activities that would result in approximately 2,500 cubic yards of earth material to be cut and 400 cubic yards of earth material to be filled. Other physical improvements to be constructed would include the reconfiguration of vehicular access, which would necessitate the construction of retaining walls of undetermined height, as well as the installation of drainage systems and the connection of certain utility systems to the structure.
Design Review approval is required pursuant to Section 22.42.020(B) of the Marin County Development Code since project entails the development of non-residential structures and other physical improvements in conventional zoning district.
