Project Description

The applicant requests Coastal Development Permit approval to construct a 2,899-square-foot primary residential structure (single-family residence), a 200-square-foot detached accessory structure (carport), and an onsite sewage disposal system (septic system) on a developed lot in the unincorporated community of Inverness. The request for Coastal Development Permit approval also includes authorization to demolish a 1,746-square-foot single-family residence built in 1912 to accommodate the new single-family residence, detached carport, and septic system. The 3,099 square feet of proposed development would result in a floor area ratio (FAR) of 28 percent on the 10,602-square-foot lot, pursuant to the definition of floor area and floor area ratio in Coastal Zoning Code Section 22.130.030, Definitions of Specialized Terms and Phrases. The maximum height and minimum setbacks of the proposed single-family residence and carport are provided below.

The proposed 2,899-square-foot single-family residence would reach a maximum height of 24 feet, 8¾ inches above grade and would appear to maintain the following setbacks from its exterior walls: 15 feet, 9 inches from the southern boundary line of Balmoral Way; 27 feet, 11 inches from the eastern side property line; 8 feet, 6 inches from the western side property line; and 59 feet, 10 inches from the southern rear property line.

The proposed 200-square-foot detached carport would reach a maximum height of 17 feet, 1½  inches above grade and would appear to maintain the following setbacks from its exterior columns: 3 feet from the southern boundary line of Balmoral Way; 3 feet from the eastern side property line; 66 feet, 9 inches from the western side property line; and 88 feet, 2 inches from the southern rear property line.

The proposed development would also include various site improvements, including, but not limited to, grading activities (involving 32 cubic yards of fill and 32 cubic yards of cut); installation of new utilities and systems; and improvements to access and hardscaping.

Coastal Development Permit approval is required pursuant to Coastal Zoning Code Sections 20.68.030, 20.68.060(F), 20.68.060(G), and 20.68.060(M) because the project involves the demolition of a primary residential structure built prior to 1930, as well as the construction of a new primary residential structure, a new detached accessory structure, and an onsite wastewater system on a parcel that would be made vacant by the demolition of the existing residence—none of which are exempt from or categorically excluded from the requirement to obtain Coastal Development Permit approval.
