Project Description

The applicant requests Design Review approval to modify an existing unmanned telecommunications facility on the 465 acre Corda ranch in the unincorporated area of north Novato. The proposed project includes the removal and replacement of the following: 1) two existing monopoles (masts) with two new 21’ – 8” monopoles (masts); 2) two existing cross-arm mounts with two 6’ - 0 cross-arm mounts; 3) six existing antennas with six new antennas; 4) two existing concrete monopole foundations with two 18” concrete foundation. Each monopole is located within a 6 foot by 6 foot chain link fenced topped with barbed wire. Additional improvements include the installation of two Raycap 6627 surge suppressors; two Radio 8863 units; two radio 8843 units; two radio 4449 units; one twin combiner beyond; and two Verizon wireless U/G conduits for each sector. These improvements would also include at least 175 feet of trenching to underground two new 12 x 24 hybrid cables from the sectors to the existing equipment shelter.

Both monopoles would reach a maximum height of 21’ – 8” above grade and would appear to maintain minimum setbacks of more than 100 feet to all property lines. 

Design Review is required pursuant to Policy RP 1.3 of the Telecommunications Facilities Policy Plan because telecommunications facilities that are subject to Master Plan or Conditional Use Permit approvals require Design Review to provide discretionary review and a mechanism for imposing conditions of approval.

Zoning: A60 (Agriculture and Conservation, 60 acres minimum lot area)

County Plan Designation: AG1 (Agriculture, one unit per 31 to 60 acres)
