On April 14, 2026, this application was withdrawn.
The applicant requests Tentative Map and Coastal Development Permit Exclusion approval to subdivide an 82.32-acre property into 67 residential single-family lots. Three of the 67 lots would be designated for affordable housing, 61 lots would be designated for market rate housing, two lots would be “Wetland Preservation Areas”, and one approximately 3,000 square foot leftover lot has no proposed use. No residences are proposed as part of the project. With the exception of the approximately 3,00 square foot lot, the lots would range in size from 10,700 square feet to 251,600 square feet. The lots would be accessed from State Route 1 Highway and Point Reyes-Petaluma Road.
Various site improvements would also be entailed in the proposed development, including the development of roadways to access the proposed lots, a stormwater management plan that would utilize a system of storm drains and bioretention facilities to address runoff, and community wastewater systems that would serve certain portions of the subdivision. The applicant proposes that water service would be provided by the North Marin Water District (NMWD).
Tentative Map approval is required for the subdivision of an existing lot into two or more proposed lots pursuant to Section 22.80.030 of the Marin County Development Code. Coastal Development Permit approval is required as outlined in Section 20.68.030 because the project scope (subdividing more than four properties) is not otherwise exempt.
This is the third project submittal. What are some of the major changes from the from the second submittal?
The previous (second) proposal would have subdivided the 82.32-acre subject property into 69 lots. Four of the 69 lots were designated for affordable housing. On these four lots 22 units of affordable housing were proposed.
The current proposal requests approval to subdivide the 82.32 subject property into 67 lots. Sixty-one parcels are proposed for market rate, single-family housing. Three parcels will be designated for affordable housing (with 22 units of affordable housing proposed on those three lots).
- Changes to roadway circulation, including the addition of one-way roadways, are proposed.
Major changes that occurred between the first and second submittal:
- The applicant initially sought a Coastal Development Permit Exclusion for this project. However, after the initial review, it was determined by both County staff and the California Coastal Commission Executive Director that a Coastal Development Permit is required for this subdivision.
- The previous proposal would have subdivided the 82.32-acre subject property into 37 residential single-family lots. Five of the 37 lots would have been designated for affordable housing. The current proposal requests approval to subdivide the 82.32 subject property into 69 lots. Four lots would be designated for affordable housing. 22 affordable housing units would be built on those four lots.
- Two out of the 69 lots would be “Wetland Preservation Areas”, and one approximately 3,000 square foot leftover lot has no proposed use.
- Onsite wastewater treatment systems (i.e. septic systems) were proposed on each lot under the previous proposal. The applicants now propose community wastewater treatment systems for various portions of the subdivision.
