Project Description
The applicant requests Coastal Development Permit, Master Use Permit, and Design Review approval for the following: (1) renovate the historic Grandi Building (24,498 square feet) to provide a 34-room hotel, 60-seat restaurant and 400-square-foot retail space; (2) renovate an existing storage building (2,532 square feet) to provide two affordable-employee housing units; (3) second floor hotel sign and retail shop and restaurant signage, and (4) construct an onsite wastewater disposal system. There would be no change in the height of the Grandi Building (38 feet as measured from grade) and storage building (21 feet as measured from grade). The buildings would maintain existing setbacks from adjoining property lines consisting of the following: (1) Grandi Building: 0 feet from the north, front and west, side property lines and over 100 feet from the south, rear and east side property lines; and (2) storage building: 57.67 feet from the south, rear property line and over 100 feet from the north, front, east, side and west, side property lines.
The proposed signage for the hotel would consist of approximately 32 square-foot, flush-mounted sign at a height of approximately 22.5 feet above grade, and located above the second-floor windows at the center of the front façade. The signage, indicating "Point Reyes Hotel", is intended to replicate the historic signage that formally read "Hotel Point Reyes".
The proposed signage for the retail space and restaurant includes projecting signs hung from black steel brackets, located at each end of the north, south, east, and west elevations (total of 4 signs). The proposed signs would project over public sidewalks along Second Street and State Route One, maintaining a minimum clearance of 8 feet above the elevation of the sidewalk below. Signage placed at the north end of the building would indicate the retail uses (tenants to be determined) and signs placed at the south end of the building would indicate the restaurant use (tenants to be determined).
Coastal Development Permit approval is required pursuant to 20.68.060(F) and (G) of the Marin County Coastal Zoning code because the project involves the construction of a new septic system and substantial alteration of a structure built prior to 1930. Master Use Permit approval is required pursuant to Section 20.62.080 of the Marin County Coastal Zoning code as the project involves a request to authorize multiple uses subject to Conditional Use Permit approval pursuant to Table 5-3-e. Design Review is required because the project involves modification to structures in the C-VCR zoning district, pursuant to Table 5-3-e of the Marin County Coastal Zoning code.
