Project Description

The applicant has submitted a Senate Bill (SB) 330 Preliminary Application to demolish 16 existing dwelling units and construct 96 dwelling units on developed and undeveloped lots located along Sacramento Ave and San Francisco Blvd in San Anselmo. As described in the application materials, the application will seek authorization pursuant to Government Code Section 65915–65918 (commonly known as State Density Bonus Law) to demolish the seven existing rental apartment units located at 74 Sacramento Avenue and nine rental units located at 404 San Francisco Boulevard in San Anselmo. 

The project entails the construction of 96 units in townhomes and apartment-style dwellings across three properties and 14 two- and three-story buildings. The project proposes 81 market-rate units, while 14 units would be provided as deed-restricted affordable units (ten for very low-income and four for moderate-income households). The number of units by floor plan and buildings is provided in Table 1 below. Parking improvements would entail a combination of surface parking and stacked mechanical parking. Other site improvements include a common-space building, driveways, a common pool, shared trash receptacles and bicycle parking throughout the development. The proposed development would be confined to approximately 2.3 acres of the total 12.8-acre sites. Additional details are provided below.

A Housing Compliance Review is required pursuant to Marin County Code Section 22.64.020.A because the project entails development on properties designated with a Housing Development Overlay Designation (HOD).

Design Review approval is required pursuant to Marin County Code Section 22.42.020.A for the project located on APN 177-220-10 because the project entails development in a planned district.

The preliminary application also anticipates a Lot Line Adjustment between APNs 177-203-16 and 177-220-10, subject to Lot Line Adjustment Approval pursuant to Marin County Code Section 22.90.020. Additional permits may be required.
