RE: Letter of Support for the San Rafael Transit Center Relocation Project
Dear Senator Feinstein, Representative Huffman, and Senator Padilla,
On behalf of the Marin County Board of Supervisors, I write to support the Golden Gate Bridge, Highway and Transportation District’s (District) $9 million federal request for construction of the San Rafael Transit Center (SRTC) Relocation project. The total project cost, including the current environmental phase costs, is $63.4 million. Presently committed matching funds includes $30 million in Regional Measure 3 funding, as well as $10 million in matching local District funds. The District also submitted a 2023 RAISE grant application seeking $20 million, in addition to this Congressional funding request. The District is committed to completing this project and will pursue additional grant funds and commit additional matching funds if it receives less than the full federal FY 2024 Community Project Funding requested.
SRTC is a vital transportation link for Marin County commuters and tourists, serving over 9,000 daily boardings that connect a variety of local, regional, commuter and airport transit services. This transit hub is the 2nd busiest regional bus hub in the bay area and is adjacent to the Canal District, which is the most segregated neighborhood in the Bay area for low-income Latin households. This project serves a critical need for the region as the current transit center has limited capacity, and relocation is necessary due to the new Sonoma-Marin Area Rail Transit rail tracks bisecting the old SRTC site, which significantly impacts bus and pedestrian movements.
The new project site will include 17 bus bays along both sides of Tamalpais Avenue between 3rd and 4th Streets to accommodate transit, airport shuttles, and Greyhound services. The key benefits of the project include providing safe, equitable facilities for bicyclists and pedestrians to access transit connections and transfers, improving traffic flow within downtown San Rafael, and reducing operating costs and bus travel time by improving functionality of mobility of buses.
We are very excited in how this Project will leverage funding to allow for future development that will modernize the transit center to further facilitate the safe flow of traffic, improve the transportation network, and help connect users with reliable and efficient transit opportunities. Additionally, the successful implementation of this Project will foster economic growth for the region and State.
