Dear Secretary Buttigieg:
On behalf of the Marin County Board of Supervisors, I write in support of the Transportation Authority of Marin (TAM) RAISE application to implement safety and operational improvements in the Northbound Route 101 / Bellam Boulevard / Eastbound Interstate 580 Operational and Safety Off-Ramp Improvement Project in San Rafael. TAM is requesting $8.5 million in RAISE funding, which will be matched with $3 million in local funds, for a total project cost of $11.5 million.
This project will greatly improve safety and accessibility in a critical transportation corridor for pedestrians and vehicles in the San Rafael Canal Neighborhood, an area federally identified as an “Area of Persistent Poverty”. The neighborhood is more than 90% Hispanic, and the census tract has a median household income of less than half of the countywide average. Many Canal residents rely on multi-modal transit including walking, biking and public transit.
This project is at the gateway to the Canal community, and tens of thousands of residents and visitors utilize this intersection every day. The project would eliminate a safety threat that results from vehicle back up from the U.S. 101 off-ramp onto the highway by providing additional storage on the off-ramp. The project will also importantly improve safety for pedestrians and bicycles with intersection improvements at the key linkage at Bellam Blvd, including crosswalk shortening and reconfiguring.
Improving safety and accessibility for all in this neighborhood supports our equity goals and for these reasons we ask for your support. Thank you for your consideration.
