Re: SUPPORT for Transportation Authority of Marin; Marin Transit; and Golden Gate Bridge District’s Marin County Zero Emission Bus Transition and Transit Priority Lane Transit and Intercity Rail Capital Program (TIRCP) Project 

Dear CalSTA, 

The County of Marin has long supported transportation investments that serve the environmental and mobility goals of Marin County and our communities. Transit plays a key role in advancing mobility, supporting congestion relief, greenhouse gas reduction, and reducing vehicle ownership. 

I write to express support for the Transportation Authority of Marin (TAM), Marin County Transit District (Marin Transit) and Golden Gate Bridge Highway and Transportation District’s joint application for Transit and Intercity Rail Capital Program (TIRCP) funding to:

  1. Reduce bus travel times on the most heavily used transit corridor in the County;
  2. Develop a consolidated transit maintenance and operations facility for an electric transit vehicle fleet; and
  3. Provide funding for twenty electric transit vehicles accelerating Marin Transit’s transition to an all-electric bus fleet. 

These funds would support a number of priorities for improving transportation and public transit in Marin County. The installation of Part Time Transit Lanes would meaningfully improve transit travel times and reliability on a heavily congested portion of US 101. Additionally, a consolidated transit Operation and Maintenance (O&M) Facility would provide operational efficiencies and reduce lengthy deadhead times when a bus is out of service and is running without passengers. This would reduce emissions and allow more bus service at a lower cost. 

The consolidated O&M facility would also allow for investment in needed electric charging infrastructure. Funding will go to both Marin Transit and Golden Gate Bridge Highway and Transportation District to match federal funding for the purchase of new electric transit vehicles. Together, these actions will deliver better transportation options and reduce air pollution in low-income communities and communities of color. The benefits from these projects represent an opportunity to increase transit ridership, decrease greenhouse gas emissions, and provide significant mobility benefits to populations of equity priority communities in Marin County. 

In closing, this TIRCP grant will help Marin County continue to develop in a sustainable manner by focusing on moving people rather than automobiles, reducing the environmental impacts of transportation, and providing more viable multimodal transportation choices.
