Dear Secretary Buttigieg:
On behalf of the Marin County Board of Supervisors, I write in support of the Golden Gate Bridge, Highway and Transportation District’s (District) application to the United States Department of Transportation’s (USDOT) Rebuilding American Infrastructure with Sustainability and Equity (RAISE) 2023 competitive grant program for the San Rafael Transit Center Relocation Project (Project).
The District is requesting $20 million in 2023 RAISE grant funding and will provide a local match of $40 million, including $30 million in Regional Measure 3 Funds from the Metropolitan Transportation Commission and $10 million from the Golden Gate Bridge Tolls funding program. The Project transit center in downtown San Rafael that will improve accessibility and increase safety by reducing traffic circulation on local streets necessary for buses to access bus bays. The Project supports the RAISE Merit Criterion of environmental sustainability by improving transit operations, thereby making transit service more efficient and reliable for transit-dependent communities.
Of note, the San Rafael Transit Center is located less than one mile from the Canal District neighborhood, federally identified as an “Area of Persistent Poverty.” A new transit center would serve and benefit this vulnerable population, many of whom rely on public transit. In addition, it would also reduce single-occupancy vehicle trips by increasing the use of public transit, improving regional air quality by reducing vehicle pollutants and advancing the County’s climate change policies and emission reduction goals.
