Dear Senator Schiff and Senator Curtis:
On behalf of the Marin County Board of Supervisors, I write in support of the Safeguarding AI Features to Ensure Kids' Informed Digital Safety (SAFE KIDS) Act. As artificial intelligence integrates into children's daily lives, establishing clear safeguards is essential to protect young users from harmful content, emotional manipulation, privacy risks, and other preventable harm while ensuring families can benefit from emerging technologies safely.
AI chatbots are increasingly being used by children and adolescents for information, companionship, and emotional support. Without appropriate safeguards, these technologies can expose young users to sexually explicit material, foster unhealthy emotional dependence, misuse children's personal information, or fail to respond appropriately when a child is experiencing a mental health crisis.
Marin County supports efforts to improve children's behavioral health and strengthen prevention strategies for youth, as well as regulations that require AI systems to identify and respond to signs of suicidal ideation, self-harm, or child endangerment, protect against harmful AI deployment, and safeguard children from cyberbullying, misinformation, and deepfakes. We support the SAFE KIDS Act because it provides a balanced framework that protects children while promoting responsible innovation. These protections will help families navigate emerging technologies with greater confidence and ensure that AI systems interacting with children prioritize safety, transparency, and accountability.
For these reasons, we support the SAFE KIDS Act and thank you for your commitment to protecting children as artificial intelligence continues to evolve.
