RE: AB 1448 Coastal Resources: California Coastal Sanctuary – tidelines and submerged lands – oil and gas development – support
Dear Assemblymember Hart and Senator Stern,
On behalf of the Marin County Board of Supervisors, I write in support of your authored bill, AB 1448, that would strengthen the state’s current ban on offshore drilling in state waters.
Marin County has actively opposed offshore drilling for decades, including passing a resolution in 2018 supporting a ban on new offshore drilling off the California coast and passing a local ordinance in 2020 requiring local voter approval before any development of onshore facilities that would support offshore drilling and gas exploration.
In Fall 2025, following executive action by the federal administration to consider offshore drilling leases in California, our Board reaffirmed our opposition and re-joined the Local Government Outer Continental Shelf (OCS) Coordination Program with other coastal counties in California to coordinate opposition to these proposals.
AB 1448 is consistent with Marin County’s longstanding opposition to offshore oil development and its commitment to protecting California’s coastal resources. By reinforcing the California Coastal Sanctuary Act, repealing outdated provisions authorizing new state oil leases, and preventing state infrastructure from being used to support future federal offshore drilling, the bill provides important safeguards for California’s coast and marine ecosystems.
