Our office conducts emergency planning, response, and recovery operations. We create plans for responding to all types of hazards. These plans set guidelines and goals for our emergency management operations.

- Marin County Multi-Jurisdictional Hazard Mitigation Plan (Rev. 2023) (99.59 MB) — This 558-page plan guides county, city, and special district managers in protecting people and property from the effects of natural disasters and hazard events.
- Post Disaster Housing Annex (Rev. 12/23) (0.52 MB) — This 12-page guide outlines the provision of temporary housing for victims of a disaster.
- Animal Services Annex (Rev. 5/21) (0.52 MB) — This 42-page plan addresses animal services during an emergency response.
- Oil Spill Contingency Plan (Rev. 2020) (0.84 MB) — This 37-page plan outlines the response to an oil spill.
- Tsunami Annex (Rev. 1/18) (2.73 MB) — This 28-page guide outlines the response to a tsunami.
- Access and Functional Needs Guidance (Rev. 5/15) (3.53 MB) — This 42-page plan addresses emergency response needs for people with disabilities and medical conditions.
- Emergency Operations Plan (Rev. 10/14) (2.85 MB) — The Marin Operational Area (OA) Emergency Operations Plan (EOP) (76 pages) addresses the planned response to extraordinary emergency situations affecting Marin County.
- Mass Care and Shelter Plan (Rev. 5/14) (3.51 MB) — This is a 239-page plan. Mass care and sheltering is an important part of responding to an earthquake.
- Mass Fatality Plan (Rev. 11/12) (7.58 MB) — This 136-page plan focuses on the impacts and challenges of responding to a catastrophic earthquake.
- Extreme Temperature Emergency Annex (Rev. 7/10) (0.43 MB) — This 32-page plan is meant to help reduce the effects of extreme temperature events.
- Medical Plan Annex (Rev. 11/06) (0.16 MB) — This 39-page plan outlines the strategies we'll use to provide medical emergency response care in an emergency.
- Volunteer Annex (Rev. 1/06) (0.22 MB) — This 28-page guide outlines the organization and management of a spontaneous volunteer effort.
National and state emergency operations
We use two standardized approaches for managing emergencies:
- Standardized Emergency Management System (SEMS). SEMS is a California system for responding to emergencies. We utilize SEMS when an emergency involves multiple jurisdictions and agencies. Learn more about SEMS at CalOES.
- Nationwide Incident Management System (NIMS). NIMS was developed by the US Department of Homeland Security and established in March 2004. It sets standardized processes and procedures that emergency responders at all levels of government use to conduct response operations. Learn more about NIMS at FEMA.
