RE: AB 2474 Office of Emergency Services: public alert and early warning software: master contract – oppose
Dear Assemblymember Ransom,
On behalf of the Marin County Board of Supervisors, I write to respectfully oppose AB 2474. We appreciate the intent behind AB 2474, but the requirement of Cal OES to establish a statewide master contract for a single public alert and warning software platform and mandate for local government participation would have significant, negative impacts to the County of Marin’s Alert and Warning Program.
This bill would significantly undermine Marin County’s established AlertMarin “One Voice” model, which ensures coordinated, consistent, and locally controlled emergency messaging across all jurisdictions.
Specifically, AB 2474 would have the following impacts within Marin:
- Disrupt the unified countywide alerting structure that AlertMarin currently provides;
- Shift operational and administrative burdens to cities and towns that do not have independent alerting capacity;
- Jeopardize the continuity, redundancy, and integrations embedded in our current alerting ecosystem; and
- Reduce localized flexibility necessary for targeted evacuation warnings and hazard notifications.
Marin has invested substantial resources in building a resilient, layered alert and warning system. A mandated transition to a statewide platform risks service disruption, diminished local control, and potential public safety impacts.
We would welcome the opportunity to work collaboratively on solutions that meet your intended goals, without jeopardizing existing, proven systems like one we have here in Marin County.
