Dear Assemblymember Rogers,

On behalf of the Marin County Board of Supervisors, I write in support of your authored bill, AB 1761, that supports energy affordability by improving transparency and certainty on how the Power Charge Indifference Adjustment (PCIA), a charge on nearly all energy bills, is calculated. As a member of Marin Community Choice Energy (MCE), California’s first Community Choice Aggregator (CCA), families and businesses in Marin County can face significant bill increases, not because they are using more energy, but due to the PCIA.

Electricity bills in California are on the rise, in part due to challenging market conditions and outdated and inefficient regulatory policies. Customers across Marin County are feeling the impact. California needs practical, consumer-focused solutions that ensure customers are not overcharged.

Increasing transparency on how the PCIA is calculated will help keep this charge fair and accurate. However, since the PCIA was instituted, there has been no consistent standard for what data must be made available to parties participating in the rate proceedings that set the PCIA. This makes it hard to verify charges or predict future costs, leaving residents and businesses vulnerable to unexpected bill increases.

AB 1761 addresses these problems by requiring the CPUC and IOUs to disclose all data used to calculate PCIA costs, including cost inputs, forecasting assumptions, and methodologies. It also ensures that any proposals to change the PCIA are backed by full data disclosure, while still protecting sensitive information.

Greater transparency will help ensure charges are fair, improve oversight, and allow agencies like MCE to better protect customers from sudden rate increases.
