    The County of Marin Children and Family Services (CFS) Division is seeking proposals from qualified community-based organizations to provide Motivational Interviewing (MI) for Cross-Cutting Case Management services to families residing in Marin County who are at risk of foster care involvement. Services will support children, youth, and families who meet Family First Prevention Services (FFPS) eligibility requirements and are intended to prevent entry or reentry into foster care through early intervention and family-centered support. All services must be delivered using the evidence-based practice of Motivational Interviewing with fidelity and in a manner that is strength-based, trauma-informed, culturally responsive, and equitable. The selected provider will deliver comprehensive case management services that include candidacy and needs assessment support, safety monitoring, development and oversight of Family Well-Being Plans, coordination of prevention services, and ongoing engagement with families. Motivational Interviewing will serve as the core intervention strategy to strengthen parenting skills, support positive behavior change, and improve family functioning. Providers will also be responsible for participating in continuous quality improvement (CQI) activities, collecting and reporting required program data, and maintaining fidelity to the MI model through established monitoring and coaching processes. The County will provide access to required training and fidelity monitoring resources, including the LYSSN platform for Motivational Interviewing training, skill development, and quality assurance. Provider staff will be expected to complete required Family First Prevention Services training, CQI training, and MI training, unless approved for an exemption based on prior qualifying experience. Through this initiative, Marin County seeks to expand prevention-focused services that strengthen families, improve child and family well-being, and reduce the need for foster care placement.
