Project Description
The Marin County Flood Control District is proposing to address chronic seepage issues associated with Coyote Creek and tidal water coming from Richardson Bay by constructing a new steel sheet pile floodwall with a height extending 3 feet above the existing floodwall along an approximately 1,100-foot segment of the Cardinal Road levee. Sheet piles are steel sheets with interlocking edges that create a continuous wall and can more effectively exclude unwanted water when compared to porous soils. The primary objective of the proposed Project is to reduce seepage and flood risk for adjacent residential properties and provide long-term adaptation capacity for projected mid-century sea level rise.

The Marin County Flood Control District has completed the Final Initial Study/Mitigated Negative Declaration (IS/MND) for the Cardinal Road Levee Upgrade Project. The Draft IS/MND and associated Response to Comments document are also linked below in the "Environmental Review Documents" section near the bottom of this webpage. The Draft IS/MND was minimally revised prior to finalization. The 30-day public comment period for the Draft IS/MND began on Friday, October 31, 2025 and ended on Monday, December 1, 2025. On April 7, 2026, a hearing was conducted by the Marin County Flood Control and Water Conservation District Board where the Final IS/MND was approved in addition to the project. A Notice of Determination was filed for the IS/MND on April 14, 2026 and is also linked below in the "Environmental Review Documents" section below.
