Project Description
The Community Land Trust Association of West Marin (CLAM) and Eden Housing, Inc. (Eden) propose to adaptively reuse and repurpose the former United States Coast Guard (USCG) site to provide affordable housing units in Point Reyes Station. The proposed project would: 1) rehabilitate existing townhomes contained in 10 two-story buildings (Buildings 101, 102, 103, 104, 201, 202, 203, 204, 205, 206) to provide 36 affordable housing units; 2) rehabilitate and repurpose the existing “barracks” building (Building 50) to provide 15 affordable housing units; 3) rehabilitate “Building 100A” to provide three housing units; 4) renovate and expand an existing kitchen/galley building (Building 1) to provide a resident services building including community education space; 5) construct a new on-site wastewater treatment system; 6) remove non-residential structures and provide bioretention facilities in environmentally sensitive habitat areas (ESHA); 7) remove trees from a riparian area; and 8) reconstruct an existing playground.

The Marin County Community Development Agency has completed the Final Mitigated Negative Declaration (MND) for the Pt. Reyes Station USCG Affordable Housing Project. The Draft MND and associated Response to Comments document, which together comprise the Final MND, are linked below in the "Environmental Review Materials" section near the bottom of this webpage. A copy of the Notice of Determination filed for the MND is also linked below in the "Environmental Review Materials" section. The 30-day public comment period for the Draft MND began on April 22, 2024 and ended on May 22, 2024. On August 29, 2024, a hearing was conducted by the Marin County Deputy Zoning Administrator, where the MND was approved in addition to the associated Coastal Development Permit and Conditional Use Permit for the project.
Future Project Actions
The proposed project is seeking funding from the U.S. Department of Housing and Urban Development (HUD) and compliance with the National Environmental Policy Act (NEPA) must be completed prior to HUD approval of funding for the project.
