Division Directors

Our Battalion Chiefs and Division Directors oversee all aspects of operations, fire suppression, emergency services, and fire prevention.

Scott Alber, Prevention

Chief Alber serves as the Fire Marshal for the Marin County Fire Department, where he oversees the Fire Prevention Bureau, leads fire investigations, and acts as the team leader for the Marin County Fire Investigation Team. A graduate of San Diego State University with a degree in Mechanical Engineering, Chief Alber began his professional journey in the aerospace industry. He earned certifications as a Professional Mechanical Engineer and Fire Protection Engineer and later specialized in fire-related failure analysis as a consultant.

Continuing his family legacy as a third-generation firefighter, Chief Alber transitioned to the fire service in 1999 as the Fire Prevention Officer for the Sausalito Fire Department. He joined Marin County Fire in 2002, where his leadership and technical expertise have been instrumental in advancing fire prevention and safety initiatives across the county.

Graham Groneman, Special Operations

Battalion Chief Graham Groneman, a Marin County native, brings over 24 years of dedicated fire service experience to the Marin County Fire Department. Beginning his career as a Seasonal Firefighter in 2001, Chief Groneman advanced through the ranks to become a permanent Firefighter in 2005. He held roles as an Engineer, Fire Crew Foreman, Captain, and Senior Captain. He currently serves as the Special Operations Battalion Chief, providing leadership in critical operational areas such as emergency response, fire suppression, water rescue, and Urban Search and Rescue (USAR) operations.

Chief Groneman manages key departmental programs, including Marin County's US&R Team CA-RTF-1, the Heavy Equipment Program, and the Helicopter Program. Beyond his departmental responsibilities, he plays an active role in the broader fire service community, serving on the CAL OES US&R RTF Working Group and as a member of CAL FIRE’s North Region C234 Cadre.

Chief Groneman’s career reflects a steadfast commitment to operational excellence, collaboration, and delivering the highest level of service to the Marin County community and the State of California.
 

Bret McTigue, C Shift

Chief Bret McTigue brings over 23 years of experience in fire and emergency services, focusing on rural and wilderness communities. He began his career with the U.S. Forest Service and later held CAL FIRE roles in San Luis Obispo and Riverside counties, including assignments with CAL FIRE Pismo Beach and Oceano Fire Department.

At Marin County Fire, Chief McTigue served as Emergency Medical Services Battalion Chief for seven years, overseeing EMS operations for the Ross Valley and Southern Marin Emergency Medical Authorities. He also spent seven years as the department’s Public Information Officer and holds leadership roles with the North Bay All-Hazards Incident Management Team.

A State Fire Training Instructor and Certified Chief Officer, Chief McTigue manages Marin’s Water Rescue Team and serves as Assistant Task Force Leader for USAR Task Force CA-RTF-1. As Operations Battalion Chief, he oversees fire suppression, EMS, vegetation management, training, and hazardous materials response for C Shift.

Todd Overshiner, B Shift

Battalion Chief Todd Overshiner began his fire service career in 1987 as a volunteer and Explorer with Kenwood Fire Department. From 1989 to 1992, he served in the United States Marine Corps Reserves, including deployment during the Gulf War in 1991. Following his military service, Todd worked as a Paramedic for Sonoma Life Support and earned his associate degree in Fire Science from Santa Rosa Junior College.

Todd joined Marin County Fire Department in 1997, where he became a valued team member, contributing to the Urban Search and Rescue (USAR) team and Marin County Water Team. He served as a Paramedic Preceptor, Recruit Training Officer, and instructor for various fire service academies.

Promoted to Battalion Chief in 2020, Todd oversaw Marin County's COVID-19 vaccination operations. Now the Operations Battalion Chief for ‘B’ shift, Todd manages the Seasonal and Driving programs and holds qualifications as a Strike Team Leader, Division Group Supervisor, and Safety Officer.

Jordan Reeser, Vegetation Management

Chief Jordan Reeser serves as the Vegetation Management Division Chief for Marin County Fire Department, bringing over 25 years of experience in the Federal Fire Service before joining the department in 2018. Chief Reeser leverages his diverse expertise in fire operations, prescribed fire, fuels management, and aviation operations to lead multiple critical programs, including the Tamalpais Fire Crew, Foundry Crew, and Vegetation Management initiatives.

Chief Reeser plays a key role in developing cross-jurisdictional vegetation and prescribed fire projects that enhance wildfire resilience throughout Marin County. He collaborates with regional organizations such as the Marin Wildfire Prevention Authority, Fire Safe Marin, and Firewise Communities to advance strategic planning and implementation of fire prevention efforts.

A graduate of California Polytechnic University, San Luis Obispo, with a degree in Forestry, Chief Reeser brings a passion for resource management and community safety to his leadership. His contributions reflect a commitment to protecting Marin’s natural landscape and its residents.

Jake Rosebrock, A Shift

Chief Jake Rosebrock brings nearly 30 years of experience to the Marin County Fire Department, where he enhances operational readiness through comprehensive training programs. Starting as a Seasonal Firefighter in 1996, he became a permanent Firefighter in 2002 and has held roles including Engineer, Captain, EMS and Training BC, and now A Shift Battalion Chief.

An instructor for the Marin Regional Fire and Wildland Academies, he has been instrumental in developing future firefighters. As Vice President of the Marin County Fire Chiefs Association, Chief Rosebrock fosters regional collaboration and advances fire service excellence. His career reflects a steadfast commitment to safety, leadership, and service to the community.

Kellie Sullivan, Administrative Services Director

Kellie Sullivan serves as the Administrative Services Manager for the Marin County Fire Department, bringing over two decades of leadership experience in fire service administration, finance, and personnel management. In her role, she oversees key functions including budget development, payroll, recruitment, and grant reporting, and has led numerous efforts to streamline internal operations and improve administrative efficiency.

Kellie is recognized for her strategic thinking, collaborative leadership style, and commitment to continuous improvement. Her service-oriented approach and strong organizational and communication skills contribute to a high-performing administrative team aligned with the department’s mission and values.

A graduate of the Dominican University Leadership Program, Kellie is an active member of the Cal Chiefs Administrative Fire Services Section. She also holds CAL FIRE incident qualifications as a DMOB Unit Leader and Resource Unit Leader (T), reflecting her readiness to support emergency operations and her dedication to public service.
 

Matt Watson, Emergency Medical Services

Emergency Medical Services Division Battalion Chief Matt Watson began his fire service in 2007 as a Marin County Fire Department Seasonal Firefighter. Chief Watson advanced through the ranks as a Full-Time Firefighter, Engineer, Fire Crew Captain, and Station Captain before being promoted to EMS Battalion Chief in 2024.

Chief Watson oversees the department’s EMS Division, ensuring high-quality care and readiness for the communities of Marin County. He collaborates closely with the Ross Valley Paramedic Authority and the Southern Marin Emergency Medical Paramedic System, strengthening partnerships and enhancing service delivery.

Dedicated to community safety and operational excellence, Chief Watson’s leadership supports Marin County Fire’s mission to prepare, respond, and protect. His contributions exemplify a commitment to both emergency medical innovation and the well-being of Marin County residents.

Kirk van Wormer, Emergency Command Center

Kirk Van Wormer

Assistant Director of the Emergency Command Center, Kirk van Wormer began his fire service journey in 1986 as a Fire Explorer before joining CAL FIRE in 1987. Over the years, he progressed through the ranks, serving as Firefighter, Fire Captain, and Battalion Chief, with a focus on dispatch operations, fire management, and emergency response.

Van Wormer earned a degree in Geography and holds multiple fire service certifications. In 2012, he was appointed Battalion Chief for Glen Ellen and later served as Assistant Chief of Administration for CAL FIRE’s Sonoma-Lake-Napa Unit. In this capacity, he managed a $127 million budget and oversaw personnel operations for 550 employees.

As Assistant Director for the Marin Emergency Command Center, Van Wormer leverages his decades of fire service expertise and leadership to enhance emergency management and operational efficiency.
